東京外国語大学のオープンアカデミーでは、10月より、以下の内容のカンボジア語講座を開講予定しており、現在、受付中です。

＜カンボジア語初級Ⅱ＞
この講座は『ニューエクスプレス カンボジア語』の第10課から始めます。
前期の講座を受けていない方でも無理なくついていけるように、文法の基礎も復習していきます。
文字にも少し触れます。カンボジアの社会や文化のはなしを交えながら、カンボジア語を勉強していきましょう。
学期中に何回かはカンボジア人の先生も授業に参加する予定です。

Jean-Jacques Paul, Professeur d’Economie, Chef du Projet de Coopération en Economie et en Gestion à l'Université Royale de Droit et des Sciences Economiques de Phnom Penh rappellera les grands traits de la présence économique chinoise et la reliera aux différentes dimensions historiques, culturelles et politiques qui ont marqué et marquent encore les relations entre la Chine et le Cambodge.
Jean-Jacques Paul is a professor of economics and head of the Project of Cooperation in Economics and Management at the Royal University School of Law and Economics in Phnom Penh. He will stress the economic presence of China, relating it to various historical, cultural, and political dimensions that have left their mark on Cambodia and continue to do so.

This new series of short documentaries (2010, 90 mins) on Cambodian memory culture with regard to the Khmer Rouge regime has been produced under the umbrella of the "Department of Media and Comunication" (DMC) at the Royal University of Phnom Penh.
10 teams of Cambodian media students visited 10 different places throughout the country.
Among the locations featuring in this series are the Phnom Sampov caves in Battambang, the secret Khmer Rouge military airbase in Kompong Chnang, the last retreat of the Khmer Rouge in Anlong Veng near the Thai border and the "1st January Dam" in Kompong Thom.
DMC reporters will introduce the films and hold a Q&A.

Former Cambodian actress Peng Phan was imprisoned by the Khmer Rouge. She managed to escape from the detention center as hundreds around her, including many children, were massacred. Haunted by her memories of children murdered by the KR, Peng Phan decided to devote her life to Cambodia's youth and turn her home into an orphanage (57mins, 2010).
Peng Phan and children from her orphanage will attend this premiere screening at Meta House.

Many asian men believe that obtaining a virgin girl for sex will grant them extra health and luck. Subsequently, there is a huge demand for young khmer girls. Intimate and revealing interviews are held with the men who buy the virginity of young girls, politicians, aid workers, police, and the victims themselves.

A five days experimental workshop run by Arts facilitator Darren Swallow and using techniques borrowed from Art Therapy, Drama, Improvisation, Movement and Poetry took 9 artists from Battambang into a deep exploration of aspects of the self, feelings, memory and place.
The inspiration and insights gained were then used by Khchao Touch, Phin Sophorn, Poi Chhunly, Koeurm Kolab, Loerm Lorn, Mao Soviet, Sou Sophy and Kou Sothea (teachers/graduates of Phare Ponleu Selpak) to create his or her own art work and short films including topics like recent Khmer history and colonial aspirations, explorations of past personal history, trauma and love.

カンボジアの北西部にある「アンコール遺跡群」は、東南アジア最大の規模を誇る文化遺産で、1992年にユネスコの世界遺産に登録されました。なかでも「アンコールワット」は、壮麗な石造寺院と傑出した彫刻群により、その名を広く世界に轟かせています。「アンコール」とはクメール語で「王都」、「ワット」は「寺院」を意味し、「寺院による王の都」と名づけられた、総面積が東西南北2キロ四方にも及ぶ広大な遺跡です。
6世紀頃にクメール人によって開かれたクメール王国は、アンコールの地を首都とした9世紀からおよそ600年にわたって永く繁栄し、ヒンドゥー教や仏教を母胎としたアンコール文化が華開きました。歴代の王によって神々を祀る大寺院が数多く築かれ、12世紀にはスーリヤヴァルマン2世による「アンコールワット」の建立を機に文化は最高潮に達しています。しかし15世紀以降、侵略や首都の放棄により遺跡は苦難の歴史を辿りましたが、19世紀以降はフランスによる修復・保存が進められ、20世紀後半の内戦を乗り越えて、今日では世界的な知名度を有する文化遺跡となっています。
本展では、アンコール王朝最盛期の彫刻を中心に、プノンペン国立博物館とシハヌーク・イオン博物館の所蔵する名品67点を公開いたします。代表的な出品作としては、肖像彫刻の白眉である《ジャヤヴァルマン7世の尊顔（頭部）》や、文学者の三島由紀夫が感銘を受けたという大作の彫刻《鎮座する閻魔大王ヤマ王》など、アンコール美術を代表する傑作群をはじめ、上智大学のアンコール遺跡国際調査団がバンテアイ・クデイ遺跡で発見した11点の仏像群も大きな見どころとなっています。人類の偉大なる遺産に対する国境を越えた熱意と努力が実り、豊麗な姿を蘇らせたアンコール文化の至宝の数々をご堪能いただける絶好の機会と存じます。
なお、肥後熊本の藩主・加藤清正の家臣、森本儀太夫一久 [もりもとぎだゆうかずひさ]の息子であった森本右近太夫一房[もりもとうこんだゆうかずふさ] が、亡父の菩堤を弔うため1632年にアンコールワットを訪れ、参詣したことを回廊の柱に墨書で記したことが知られており、熊本とも深い縁を感じさせる世界遺産です。

参加者は計15名で、前回2月27日の第1回プノンペン部会と同様、日本語を学んでいる王立法律経済大学の学生さんが4名出席してくれました。日本語でカンボジアに関する発表をして、カンボジアの人が聞きに来てくれるというのは、たいへんありがたいことだと思います。
カンボジアに長期滞在している若手研究者に発表希望者がいるかどうかによりますが、今後も春休みや夏休みにプノンペン部会を開催していきたいと考えております。みなさまのご協力をお願いいたします。

カンボジアには、もの乞い、物売りをしながら路上で働く子どもたち、性産業で働かされる子どもたち、家内労働者として他人の家で働かされる子どもたちがいます。
そうした『最悪の形態の児童労働』に従事している子どもたちについて、代表理事の甲斐田万智子が報告します。
そして、子どもたちがこうした児童労働の被害に遭わないようにするために私たちにできることは何なのか、特にカンボジアを旅行したときにどんなアクションが子どもたちを守ることにつながるのか、事例を挙げながらみなさんと一緒に考えたいと思います。

シェアカンボジアの活動を18年間支えたペウさん（シェアカンボジア副代表）が来日し、東京、名古屋で報告会を行います。
1992 年より開始した、シェアの母子保健を中心とした地域保健活動について、カンボジア人の目線からお話しいたします。

1962年生まれ。カンボジア王国コンポン・スプー州出身。1985年に保健省の人道支援担当局に入職。90年からは通訳として、カンボジアの保健分野における多くの支援プログラムに関わる。92年からシェア・カンボジアのプログラム・スタッフとして、農村地域で学校におけるHIV/AIDS啓発活動や、住民参加による保健活動、公的保健サービスの改善に取り組んできた。2007年からシェア・カンボジア副代表として、組織運営とプロジェクト運営に関わる。現在はプレイベン州で実施中の母子保健プロジェクトのなかで、特に保健行政機関の人材育成に関わっている。

9月27日（月）セミナー開催 『カンボジアで買われる子どもたち ～私たちにできること』
カンボジアでは子どもが買春やポルノの被害に遭う事件が後を絶ちません。
そして残念ながらそのような事件で逮捕される人の中に日本人も含まれています。
カンボジアで長い間、女性や子どもの人身売買、性的搾取の問題についてかかわってこられ、調査もされてきた中川香須美さんが一時帰国されるこの機会に、カンボジアにおける子ども買春、子どもポルノ、子どもの人身売買の現状についてお話していただきます。
そのお話の間に、子ども買春に巻き込まれる子どものストーリーを考えるワークショップもおこないます。

【講師の紹介】中川 香須美（なかがわ かすみ）
1997年以来、日本大使館専門調査員、人権擁護団体、国連など援助機関コンサルタント、大学教員、JICA専門家としてカンボジアに在住。専門はジェンダー/女性の権利、特に女性に対する暴力。プノンペンのセックスワーカー調査や人身取引調査・カンボジア内戦時代の女性に対する暴力などの調査を実施。2003年よりパンニャサストラ大学教員として、ジェンダー学主任をつとめる。2008-2010年は、JICAの専門家としてカンボジア女性省のアドバイザーとして勤務し、女性省職員のジェンダー主流化に関する能力向上などの技術支援を実施した。

Sovanna Phum, Cambodia's only independent theatre, presents "Small Shadow Puppet Theatre." Originated from Java in the Angkor period, this art form was a popular entertainment until 1970.
Most of the artists died during the KR period. The puppets made of leather, can move their arms and legs, and the mouth can be opened. To perform, a large white screen is spread in a bamboo frame. The puppeteer is an all-round artist: singer, dancer, actor and sometimes narrator. David Richards has depicted some of the best and most iconic bars in Phnom Penh in this sexy and striking new exhibition. Snowies, Talking to a Stranger, Led Zeppelin, Heart of Darkness… and the Chinese House are just a few of the bars featured in this exhibition, which will also feature some more exotic paintings by Mr. Richards.
David Richards was influenced by his mother’s sketches and paintings since childhood, and started painting with her encouragements at the age of 5 years old. Frequent visits to the museums of Cincinnati and New Orleans' inspired him to pursue a career of Fine Arts in college. His curiosity and maturing passion lead David to take as many courses as possible, ranging from drawing and graphic design to oil painting and sculpture, and ceramics and silversmithing.
Inspired by Gaugin, Rousseau, Gustav Klimt, Vermeer, Edward Hopper and Carravaggio amongst others, David Richards, started experimenting with water-color paint in California, but its only when he moved to Maui in 1986 that he immersed himself completely in his work. David painted everyday, often working on several projects at once, excited about the process of seeing his work being built over time.
His early painting from Maui in Hawaï, evolved around nature: oceans, jungle settings or sea life, but Richards then started a very popular series of paintings on mermaids. He has kept the sensuality and eroticism of these paintings in his new body of work "Phnom Penh Bars and Beyond," which depicts the contemporary night scene in Phnom' Penhs most notorious bars. His stay in South East Asia uncovered a fascination for decaying architecture, from French Colonial Buildings to old Chinese architecture, a feature which also strongly features in his work today.

「カンボジア市民社会の役割に関する一考察
－人権NGO、ADHOCの土地問題の取り組みの事例から－」
報告者の最大の疑問は、これまでカンボジアにおける市民社会組織は政府に対する影響力に限界があると認識されてきたが、本当にそうなのであろうか、ということである。
これまでの「市民社会組織の政府に対する影響力には限界がある」という認識は、「市民社会」と「政府」という二項対立的な枠組みにもとづいており、それ以外のセクターとの関係がどのようなものかという実態が見えにくい。
しかし、実際にNGO内部に入って活動してみると、市民社会の一部である「NGO」と「政府」という二つのセクターだけでは語りきれない構造が見えてきた。NGOからは、政府に対して「直接」影響力を行使しようとする以外に、メディアや被害住民、他のNGOとの連携、そして国際社会、国際機関への発信や連携など、様々なセクターとの関係を使って問題解決を図ろうとする姿が見られた。
報告者は2010年3月から継続的にカンボジアの人権NGO、ADHOC（Cambodian Human Rights and Development Association）土地・自然資源問題部門での調査を実施している。本報告では、同NGOの土地問題への取り組みの事例に焦点を当て、様々なセクターとの関係を使って政府に対する影響力を行使しようとするNGOの実態を、これまでの調査・観察をもとに検証する。さらに、この検証によってカンボジアの市民社会組織の社会的役割についての考察を試みたい。

「フランス植民地期カンボジアにおける「近代的」司法官の形成過程」
本報告は、フランス植民地期カンボジアの上級司法官らの経歴の変化を検討するものである。
報告者の課題は、植民地期カンボジアで行われた司法制度の「近代化」について、その成果と問題点を明らかにすることである。報告者のこれまでの研究によれば、フランスの被保護国であったカンボジアは、1897年から司法組織改革を開始し、数次にわたる王令の布告を経て、1922年までに新たな司法組織を整備した。1922年に完成した司法組織の特徴は、司法組織と行政組織とが分離していること、司法官の身分を金銭面で保障しつつ、植民地当局による監督を規定したこと、等である（2008年7月の第三回「大陸部新時代」研究会における報告者による発表「フランス植民地期カンボジアにおける司法組織改革 ―1863年から1922年までの時期を中心として―」）。しかし、以上のような制度面での改革が、司法組織の 運用を担うべき司法官にまで影響を与えたか否か、は、別途検討すべき問題として残っていた。
そこで、報告者は、官報、閣議議事録、および、上級司法官らの個人ファイル等をもとに、上級司法官らの経歴を分析した。対象としたのは、記録の残る1897年以降に控訴審（第二審）・破毀審（日本で言う第三審）を担当する裁判所に所属した司法官らである。その結果、1897年当時の上級司法官には軍隊や王宮で勤務した経験を持つ者が多いが、その後は、植民地当局で働いた経験を持つ通訳などが上級司法官に登用されるようになったことがわかった。報告では、このような上級司法官らの経歴の変化から読み取れる司法の「近代化」について検討する。

「なぜ、住民はカルダモンを組合ではなく商人に売るのか？
―販売組合の運営と収穫解禁の慣習実践をめぐる社会関係からの検討」
カルダモン山脈の地名の由来でもあるショウガ科草本植物のカルダモンは、ポーサット州ヴィアル・ヴェーン郡OS区における現金収入源として利用されてきた森林産物である。
カンボジア内戦が終結した1990年代末まで戦時下にあったOS区において、終戦後に食糧難にあった住民は食糧購入用の現金収入源の一つとしてカルダモンを利用してきた。
食糧難の対応策の一つとして、OS区では経済的に貧しい住民が高額でカルダモンを販売できるよう、NGOの支援を通じて2007年に販売組合が設立された。地元の森林保護組合のもとで運営される販売組合は、設立当初は仲買人と競合しつつも、住民からカルダモンを買い取っていた。しかし、2009年以降、住民は外来の仲買人や、地元の商店にカルダモンを売る傾向にあり、組合は住民からカルダモンを買い取れていない事態も生じている。
一方でOS区では儀礼の開催をもってカルダモンの収穫を解禁する慣習のもと、従来は実が成熟する7月に解禁日が設定されてきた。しかし、2010年は実の成熟する時期に見解の相違が生じていた。組合運営者であり、かつ儀礼開催を担う住民は慣習に従い7月に収穫を解禁したが、その他の住民の中には実はすでに6月に成熟しているのだから解禁日を早めるべきだと主張する人もいたのである。
住民がカルダモンを組合ではなく商人に売ることと、収穫の解禁時期を早める声があることは、どのような相互関係にあるのだろうか？
上記をふまえ、本報告では 2009年から2010年にかけてOS区への断続的な訪問による現地調査結果を中心に、①食糧不足の対応策におけるカルダモンの位置づけ、②組合と仲買人への販売方法の相違、③慣習を維持する立場とその修正を求める立場の相違を検討する。これを通じて、組合運営と収穫解禁の慣習の実践における住民間の社会関係、および環境の変化や社会の変化に住民が慣習をどのように適応させようとしているのかを考察する。

本報告の目的は、カンボジア農村における寺院および僧侶の地域開発活動の系譜を明らかにし、それらと地域住民の相互作用を検討することである。
近年、オルタナティブな開発や内発的発展における地域開発の担い手として寺院や僧侶が行う種々の活動が注目されている。開発政策における潮流の中で、経済開発から社会開発や人間開発へと重点が置かれるようになり、僧侶の多様な開発活動は既存の地域資源の有効利用による文化や伝統に根ざしたものとして期待されている。カンボジアにおいても、開発研究者は効果的な住民参加という観点から僧侶や寺委員会を考察の対象とし、開発実務者は寺院や僧侶を活用すべき資源と見なし、様々な開発プロジェクトの中に取り込み、実践してきた。開発活動に従事する僧侶は「開発僧」と称され、タイを中心として研究が進められており、カンボジアではタイの流れを汲んで開発研究者や実務者により一部の著名な「開発僧」に関しての事例報告・紹介がなされてきた。
しかし、先行研究の多くが、「開発僧」と称される地域開発活動に従事する僧侶の思想や活動に終始し、俗人である地域住民に着目されることがなかった。地域住民の意味社会において、どのような理由で寺院や僧侶の地域開発活動に関わるのかについて検討する作業が欠落している。僧侶は厳しい戒律を保持しており、単独で活動を行うことが極めて困難であるため、僧侶の手足となって動く地域住民の協力がなければ、僧侶はいかなる地域開発活動も行うことができない。さらに、地域開発活動の財源は地域住民の寄進によるものであり、寺院および僧侶と地域住民は不可分の関係にある。したがって、なぜ地域住民が寺院および僧侶の地域開発活動に協力するのか、なぜ寄進を行うのか、という地域住民の行動の淵源を読み解く必要があるのではないだろうか。
そこで本報告では、地域住民の主観的意味を重視し、スヴァーイリエン州に位置するCT寺を舞台に、寺院および僧侶の地域開発活動の系譜を明らかにし、それらと地域住民の宗教意識・実践との連関を明らかにしていく。アンケート調査による定量的分析から観念と行為をめぐる現実態の全体像を理解するためのひとつの視点を供する。

10/9, 11/20 JVC特別講座「だれのための豊かさをもとめるのか」
JVC特別講座 だれのための豊かさをもとめるのか
国際協力が目指すものは、その地域や人々の暮らしが豊かになることですが、「豊かである」という概念は、地域や人々の価値観によっても様々であり、私たちの一方的な価値判断で測ることは出来ません。
例えば、ラオスの農民のように自然の恵みに支えられ、現金収入への依存度が低い人々を収入が少ないことを理由に「豊かではない」と定義づけることは出来るのでしょうか。
この講座では、アジアの農村に関わる中で学んだ多様な豊かさを紹介し、私たちがどのように関わっていくことが出来るのかを参加者の皆さまと考えます。

Protecting our Patrimony
Built in 1434 by King Poghnea Yat, Phnom Penh began to expand in 1863 by the French who wanted to add another dimension to the capital with a highly structured urban plan. Since then, Phnom Penh has become the scene of a highly dynamic architecture that the city’s old buildings still attest to now.
Cambodia 1965
An original documentary that presents images of Cambodia in 1965. The audience can see the architecture of the time, the beautiful buildings in the capital of Phnom Penh and the other provinces of the kingdom, such as Battambang, Kep, and Sihanoukville.
