不安定な情勢が世界を取り巻く中、アジアの一組織として地域統合を目指すASEANの国々。加盟国である東南アジアの10か国は今まさに歴史的に重要な局面を迎えています。
今年、そのASEAN会合で議長国を務めるカンボジア。
今回は在日本国カンボジア王国大使館一等書記官のシム・ヴィリャさんをお招きし、外交の現場に立つ専門家の観点から、2012年ASEAN議長国としてのカンボジアの役割や、来年国交樹立60周年を迎える日本‐カンボジアの2国間関係の現状についてお話を伺います。奮ってご参加ください。

日本の文部科学省留学生として7年間学んだ後、2007年よりカンボジア外務国際協力省に入省。日本担当オフィサーや副大臣秘書官を経て2010年より現職。
学生時代は一橋大学及び東京大学大学院で国際政治を学ぶ。（修士論文「円借款再開と日本・カンボジア二国間関係」は自身のブログに掲載されており、日英両方で閲覧可）

Lecture on international relations by First Secretary of the Royal Embassy of Cambodia! Mr. Sim Vireak will come to the ICC to give an overview of Cambodia's role as ASEAN Chair at this important juncture of history, when ASEAN is close to achieving its regional integration amid looming regional and global uncertainties. Sim Vireak will also give an overview of Cambodia-Japan bilateral relations. As next year will commemorate the 60th anniversary of Japan and Cambodia's diplomatic relations, this topic will touch upon the evolving relationship of these two nations.

After spending 7 years in Japan as Monbukagakusho fellow, Mr. Sim joined the foreign corps in 2007 holding positions such as Japan Desk Officer and assistant to Secretary of State before he was posted to Cambodian Embassy in Japan as First Secretary in 2010. He holds Bachelor Degree from Hitotsubashi University and Master Degree from University of Tokyo in the field of international politics. His Master thesis entitled "Japan-Cambodia Bilateral Relations-Loan Resumption in 1999 and Aid as Diplomatic Tool" is available in both Japanese and English from his blog.
