Thomas Kolnberger, born in Salzburg, Austria, is PhD-candidate in Historical Geography at the University of Luxembourg (Laboratoire d’histoire) and Passau (Southeast Asian Studies, Germany). His lecture will highlight the on-going production of spatial relations between "planning from above" and "from below" as grass-rooted urban planning by looking back from Phnom Penh's "now" (after the fall of the Khmer Rouge-regime) to "then" (colonial times).

Artist Talk by Srey Bandaul @ Romeet Gallery

Artist Srey Bandaul recently returned from a 5 month residency in New York. During this time he was hosted by the Lower Manhattan Cultural Council (LMCC), through a new partnership with the Asian Cultural Council (ACC).
In this talk, at Romeet Gallery, Bandaul will discuss his experience working in New York including the two exhibitions he presented there, Memory of Smoke at Topaz Art Gallery and Looking at Angkor at LMCC's Arts Center, Governors Island.
Srey Bandaul is a Cambodian artist working in drawing, sculpture, and painting. He is the Director of the Visual Arts School at Phare Ponleu Selpak in Battambang, a community-based school for music, visual and performing arts, of which he was a co-founder.
As an artist, Bandaul started to exhibit his works in 1998 at Reyum Gallery in Phnom Penh Cambodia. Since 2000, he has exhibited in many places around Cambodia and published two books, Looking at Angkor and The Land of the Elephants. Bandaul has also exhibited internationally, including Norway, the Philippines, Thailand, New York, Australia, and Singapore. During his residency at the LMCC's Arts Center, Governors Island, he researched and collected new information and ideas for developing his art school in Battambang and art community in Cambodia.
Bandaul is known for his paintings featuring smoke, and sculptures that repurpose aluminum cans. His work often speaks to his experience of war and the changing landscape of contemporary Cambodia.

Abstract:
Historical linguistics is the study of language change, and provides a dynamic perspective on social change and cultural interaction over time. Languages themselves can be analyzed as "historical documents."
Historical linguists use both written records and spoken language to identify patterns of linguistic change, reconstruct the pre-history of languages, and establish relationships between languages. In doing this, historical linguistics has contributed to our understanding of ethnicity, population migrations, historical homelands and the nature and timing of cultural development and exchange.
Speakers of five major linguistic families - Sino-Tibetan, Austronesian, Austroasiatic, Tai-Kadai, and Hmong-Mien - have been moving and interacting through the region to produce the social mosaics in which Southeast Asianists currently work. This symposium brings together five preeminent scholars of historical linguistics in the Southeast Asian region. The group represents a deep base of knowledge spanning the major language families of the region, along with a range of perspectives on the application of historical linguistics to understanding the Southeast Asian region. This is a rare opportunity to interact with some of the leaders in this field, and a valuable chance to explore the potential synergies between historical linguistics and area studies.

It is with pleasure that we have a nice announcement to share with you: during more than one year we have established new contacts, multiplied the meetings and discussions with a broad variety of institutions and key research actors in Cambodia. The result finally paid a huge does of involvement and motivation: our Human Sciences Happy Hours is about to reborn anew!
As you know the Human Sciences Happy Hours in Phnom Penh came to life in Octobre 2008. Since then the network never stopped to grow. It now blends together an interesting mix of fields, backgrounds and levels (anthropology, history, sociology, archaeology, psychology, geography, linguistics, urbanism, criminology, political sciences… from Masters to ongoing PhDs, from confirmed academics to experimental voices…). In a continuous attempt to share research outside its walls and to bring it to the society, the door is always open to non-researchers, coming to seek for knowledge. Today almost 500 researchers and other actors (mainly from the development world) are part of our network. Each monthly event gathers 30 to 50 individuals coming to open a new window on the country, but also to build knowledge otherwise often isolated in Cambodia.
This network now presents a real platform for Social Science research in Cambodia. It has become a forum of numerous exchanges and collaborations and it provides the mean for all to share information and publications in this field.

So what's next? What changes are we talking about?

1.  The network will be soon take venue at the Royal University of Fine Arts (RUFA) linking history of humanities in Cambodia to present, welcoming a fresh start and innovative collaboration.
2.  The HSHH are now integrated in a new project of master of human and social sciences at RUFA (a project lead by IRD, CNRS, INALCO, UNESCO, AUF and RUFA.
3.  The HSHH activities are now going to be associated with IRD (Institut de Recherche pour le Développement) and will receive some funding from this collaboration.
4.  In order to open the floor to our non-english speaking colleagues, we now invite all researchers willing to present their work in any other language they feel comfortable with.
5.  We get a brand new name to celebrate those changes! The HSHH now become the:

And in case you didn't know it before (but we are quite sure you did already!) you are all welcome to continue to join us! We are always looking for new sharers of thoughts: presentations, research papers, impulsions and new ideas are what we feed on! (That and fresh water and love of course!).
This is a first step for us to ensure that the network can survive and keep its activities and bubbling encounters alive. Soon to come, the expansion of those activities! And now and forever (yes, we do apply a long term perspective!), YOU are to shape this network by your participation! We welcome (no, we call on to!) all new energies and good spirits willing to join us!

Dr. Keo will talk about the unintended negative consequences of having a harsh anti-trafficking law that was precipitately introduced in Cambodia in 1996 following successful advocacy and pressure by local and international do-gooders (NGOs, UN agencies, Donors). Based on interviews with 91 detained human traffickers in eight prisons, his study reveals how tough law that was vaguely written to criminalize ancestral practices and precipitately introduced in a dysfunctional Criminal Justice System (CJS) failed to deter human trafficking and became an instrument for further injustice against the powerless and the disadvantaged. The following summarizes his study.
  Human trafficking has been likened by the UN, US, other western governments, and many NGOs as “modern day slavery.” It has been presented as a transnational enterprise controlled by organized crime, which enslaves 12.3 million people, generates $32 billion in profit for human traffickers, and poses a serious threat to national and global security. While these alarming claims have received little support from the scarce empirical literature on human trafficking and the handful of studies on traffickers, the world, and with it Cambodia, has been called to wage a “war on human trafficking.”  
This thesis seeks to answer two broad questions: first, why and how, in the absence of supporting empirical evidence, such sensational claims prevailed, and second, why Cambodia suddenly in 1996 enacted an anti-trafficking law that is one of the harshest laws in the country? Using a multi-method and multi-source research design, which includes police and prison records, interviews with police and prison officers, court officials, NGOs, and particularly 91 detained traffickers, the thesis investigates five major themes about traffickers in Cambodia: who are they, how do they operate, how much profit do they make, why are they involved in human trafficking, and how does the Cambodian CJS control their activities?
In the Cambodian context, the thesis does not support the popular claims about the high prevalence, profitability, or role of organized crime in human trafficking. Incarcerated traffickers in Cambodia are poor, uneducated individuals, and 80% are women. Their activities are unsophisticated and conducted by sole operators or small casual networks. Pushed by a lack of legitimate opportunities and pulled by the presence of illegitimate opportunities, to survive they engage in trafficking for very modest gains.
Caught in a corrupt CJS, they serve long prison sentences and as many as 60% are probably the victims of miscarriages of justice.
The thesis argues that the hegemonic security, moral, and human rights agendas of the west initiated a
security and moral panic about trafficking. Pressured by foreign and local NGOs and the need for foreign aid, Cambodia adopted a repressive legalistic response. In the hands of a dysfunctional CJS, harsh laws did not deter potential traffickers but produced serious unintended consequences that turned the law into an instrument of corruption and injustice against the powerless. To address trafficking in Cambodia what is required is not more law and punishment but legitimate opportunities to survive.

Brief biography

Chenda Keo has been UNICEF Technical Advisor to the Cambodia National Council for Children since August 2011. He has over a decade of experience working with INGOs and UN agencies, especially in the field of human trafficking. He did his PhD at the Australian National University (ANU) and is the first Cambodian to have graduated with a PhD in Criminology. His thesis is the first at least among English literature to explore human trafficking drawing principally but not exclusively from the traffickers’ experiences and perspectives. 【ご略歴】
国立国際医療センター研修医・レジデントを経て1981年の第八次カンボジア難民救援医療チームにて派遣。その後、当センター国際医療協力部に所属し、ボリビア、パキスタン、ホンジュラスなどで、長期専門家、リーダーとして活躍。
現在、国立国際医療研究センター国際医療協力部国際派遣センター長を務める。

本ワークショップのテーマは、「紛争後のカンボジアで - 患者も医療者も病院も国も貧しい中で -」です。

人々の健康には、社会情勢が大きく影響してきます。難民、地域武力紛争、テロリズム…そういった社会情勢が人々の健康に、そして 保健医療にどのような影響を及ぼすのか。世界中で行われている様々な人道援助にも関わらず、助けることができない多くのいのちがある。いまだ解決されない問題の根本には何があるのか、必要とされている援助とは何なのか…。仲佐先生の わかりやすいご講義とワークショップを通して、みなさまと一緒に考えていきたい と思います。

また、世界のいのちと向き合うためには、国際保健に携わる医療者はもちろん、経済や教育など他分野の方々の存在も必要不可欠となります。そこで本ワークショップでは、医療系の方々に加えて、他分野の方々にもぜひ参加していただきたいと考えております。

昨年秋、平年を上回る降水量と複数の台風に見舞われた東南アジアでは、各地で水害が発生しました。タイの洪水については数多く報道がありましたが、カンボジアでも2000年以降最悪と言われる水害が発生したことはほとんど知られていません。
難民を助ける会では、これまでの各地での洪水緊急支援の経験を活かし、カンボジアの被災地で支援活動を行っています。11月15日から2012年1月10日までに、トンレサップ湖の北部を中心に、のべ11の集落で、約2,600世帯に食料や生活用品などの支援物資を届けました。
1月24日、現地から一時帰国する園田知子が、被災地の状況やこれまでの支援活動、今後の課題などについてご報告します。多くの方々のご参加をお待ちしております。

インドネシアから独立した東ティモールは、平和構築が順調に行われている国として国連に評価されています。また、ルワンダは大虐殺後、国家再建を進め、今ではアフリカでも著しく躍進している国として認められています。90年代以降、これらの国のように、紛争後、「平和」への道を歩んでいる国は多数ありますが、そこにいたるプロセスはさまざまです。「真実」の究明や責任追及の裁判による「正義」が、いかにして持続可能な「平和」を達成できるのかという課題もあります。今回は、東ティモール、ルワンダ、中東、南アジアなどの比較を交えながら、さまざまな平和構築のあり方と、真実・正義・平和の相関関係について、多くの国で平和構築に尽力されてきた長谷川氏にお話しいただきます。

長谷川 祐弘:
ミシガン大学卒、ワシントン大学にて博士号を取得。1969年国連開発計画(UNDP)ニューヨーク本部職員。その後、インドネシア常駐副代表、国連ボランティア・カンボジア選挙監視団統括責任者、ソマリア国連平和維持活動政策企画担当部長、ルワンダ国連常駐人道調整官、UNDP駐日代表、UNDP紛争予防・復興担当特別顧問、国連事務総長特別代表、東ティモール民主共和国大統領特別顧問などを歴任。2007年より現職。

南インド西部のカルナータカ州に伝わる、舞踊劇から生まれた糸あやつり人形芝居です。300年以上前から演じられ、大衆的な人気を誇ってきました。激しいパーカッションと情熱的な歌声にあわせて演じられる、軽快で、ユーモラスな人形劇です。

人形劇団相思花(サンサファ)
1997年に旗揚げした劇団で、人形劇、舞踊、伝統演技、マイム的な要素を融和した自由で豊かな表現方法により、オリジナリティーの高い作品を上演し続けています。また、2004年度より、マイム集団マネットと共に、水準の高い公演芸術創作、文化芸術教育にも力を注いでいます。

カンボジア◇伝統影絵芝居スバエク・トム
ティー・チアン一座
祭礼や仏事の儀礼として演じられてきた、壮麗な影絵芝居です。厳しい内戦の時代を耐えてみごとに復興をとげました。繊細で美しい彫刻の大型影絵人形、そしてスクリーンの表と裏で、遣い手の身体を駆使したダイナミックな表現が特色です。(2005年ユネスコの無形遺産「傑作の宣言」を受ける)

2/15 Call for Papers, Conference on Religious Studies in Cambodia: Understand the Old and Trace the New

Siem Reap conference on special topics in khmer studies
3rd Annual International Conference — Siem Reap, Cambodia — June 9th to 10th, 2012

Following previous successful conferences on Epigraphy & Databases (2010) and Archaeometallurgy (2011), the organising committee of the annual Siem Reap Conference on Special Topics in Khmer Studies is pleased to announce that the meeting will be dedicated, in 2012, to the History of Religions.

The epigraphical, architectural and iconographical material available to understand pre-modern Cambodian society and history all attest to the centrality of religion. Despite this importance, however, very few studies have been dedicated exclusively to the topic of religion. Indeed, the complexity held by this topic has many sources. The process once referred to as Indianization involved the transmission of the already composite system of Indian religions (Śaivism, Vaiṣṇavism and Buddhism) into a barely known local system of beliefs. Recent discoveries from Buddhist studies -- whether on discrepancies among texts and religious practices or on unveiled tantric texts and the wider recognition of tantric Buddhist aesthetic forms -- add further layers to this complexity.

The aim of this conference is to take an interdisciplinary approach to the study of religion in order to render the richness of pre-modern Southeast Asian religions, and in particular, Khmer religion. By comparing pre-modern Southeast Asian civilisations, what can be understood of the common or characteristic choices of Indian religious features they each made? Consequently, what can be concluded about the local systems of beliefs followed at the time? How do contemporary religious systems reflect the strata of the Indian borrowings and reveal their own essence throughout their own evolutions?

The conference will bring together international specialists, colleagues and students from all the disciplines, who share a common interest in Cambodian and Southeast Asian religions, from prehistory to the modern period.

We invite submissions for topics on all aspects of religions in Cambodia, including History, Archaeology, Art History, Religious Studies, Anthropology, etc. Comparative papers on pre-modern Southeast Asian religions are also encouraged. By the collation of recent scholarship in multiple fields and the presentation of the latest theoretical works in Religious Studies, this conference will improve our understanding of Southeast Asian religions.

Colleagues who wish to participate in the Conference, to be held in Siem Reap on the 9th and 10th of June 2012, should submit the title of their paper and an abstract (around 150 words) by the 15th of February 2012.

Crime and Criminal Violence in Cambodia: A Historical Perspective
   
Dr. Thierry Bouhours 

 Empirical studies and theoretical analyses of long-term trends in criminal violence have been done in western countries but rarely in other parts of the world. The research conducted by Dr Bouhours and Prof Broadhurst attempts to fill this gap through an examination of the evolution of crime and criminal violence in Cambodia from the start of the 20th century to the present. Different sources and methods of criminal data recording were used between 1900 and 2008 and the diversity of these sources and recording methods presents complex and challenging measurement problems. The types of available data are presented, and how one should understand, compare, and interpret them in order to produce a valid estimate of the evolution of criminal violence in Cambodia during its colonial and post-colonial history is discussed. Preliminary results are presented and, drawing from functionalist and conflict macro-social criminological perspectives, patterns of criminal violence during the modern history of Cambodia are analysed.  

Dr Thierry Bouhours holds a PhD in Education and Criminology from Griffith University, Brisbane, Australia.  Since January 2007, he has been working with Professor Roderic Broadhurst on the Australian Research Council (ARC) project Building Rule of Law Capacity in a Transitional State: Lessons from the Australian Criminal Justice Assistance Programme in Cambodia. In 2009, Thierry Bouhours joined the ARC Centre of Excellence in Policing and Security at the Australian National University, Canberra.  As part of the ARC project, Thierry conducted a crime victimisation survey in Kampong Cham and archival research at the Phnom Penh archives and the Archives d'Outre Mer in Aix en Provence.  Thierry also supervised a Cambodian doctoral student, Dr Chenda Keo, who examined human trafficking in Cambodia focusing on offenders. With Professor Broadhurst and Ms Brigitte Bouhours, Thierry is currently completing a monograph on a modern history of crime and criminal violence in Cambodia.

このたびARUNでは、設立2周年シンポジウムを開催いたします。

私たちは、途上国のソーシャル・ビジネスに対する社会的投資をミッションとして、2009年12月にARUN合同会社を設立し、カンボジアにおける投資活動の実践と、日本国内における社会的投資の普及啓発活動を行ってまいりました。

2010年6月には、カンボジアの首都プノンペンに現地事務所を開設。現地での投資先開拓と国内での出資募集を精力的に進め、現時点(2012年1月現在)で個人65名および法人1団体より5,350万円の御出資をいただき、それらの資金を現地の3つのソーシャル・ビジネスに投資しています。金銭的な投資のみならず、出資者(パートナー)自らが投資先事業を経営/技術面でハンズオン支援する活動も展開しています。

さらに、社会的投資の調査研究、普及啓発を目的とした社団法人ARUN LABを発足、2011年11月にはカンボジアにて社会的投資シンポジウムとカンボジア/日本の学生によるソーシャルビジネスコンテストも実施いたしました。

これらの活動に対しては、トヨタ財団、KDDI財団、国土緑化推進機構、三菱UFJ国際財団からの助成金、エコジャパンカップでの環境ビジネスウイメン賞をいただきました。また、JICAのBOPビジネス連携促進調査事業にも採択されました(敬称略)。これらの皆様からのご支援もARUNにとってかけがえのないものと考えております。

そこで、節目となる2012年1月に、ARUN2周年記念シンポジウムを開催し、2011年度の活動をご報告させていただくとともに、今後のビジョンとプ ランについてお話ししたいと考えております。また、投資家としてカンボジアの高いポテンシャルに注目していらっしゃる、あすかアセットマネジメント株式会社CEO の谷家衛氏、カンボジアにおける児童買春問題を解決するための事業を多角的に展開する、NPO法人かものはしプロジェクト共同代表の青木健太氏のお二人をゲストスピーカーとしてお招きし、これからの新しい国際協力の形について話し合います。

報告題:「植民地期におけるベトナム度量衡統一政策の進展と地域性」

<報告要旨>
仏領インドシナ連邦では、フランス植民地政権によりメートル系度量衡制度が導入され、法令によって規定されていたにもかかわらず、各地において現地固有の制度が植民地期後半に至っても維持されていた。
本報告の目的は、植民統治によって変容するベトナム社会に、根強く地域の個性が存続していた事象を、その背景と共に明らかにすることである。この問題を、仏領インドシナ政権の度量衡統一政策と北部ベトナム各省における実態を通じて検討する。
ベトナムの度量衡研究は、各時期各地域で用いられた制度があまりに多様なため、研究が困難であったが、客観的に相互比較の可能な均質的史料に基づいた研究により、この問題に取り組みたい。
その均質的史料として、トンキン理事長官および北部各省が作成した度量衡関係の行政文書を使用する。この文書分析作業によって北部各省における度量衡政策の進展と運用の実態、統一が実現できなかった背景を、時系列変化を通じて総合的に検討する。

報告題:「プレア・カーン(アンコール)における出入口装飾の主題とその配置構成について」

<報告要旨>
アンコール期のクメール石造寺院建築では、動植物をモチーフにした文様や神話の場面等の浮彫装飾が、伽藍を形成する各建造物を豊かに飾っている。なかでも出入口に施された装飾には、ヒンドゥー教の神話や叙事詩、仏伝やジャータカ、あるいは世俗的な場面を主題とした説話的なモチーフが表現される。これらの説話的モチーフは、伽藍内の各建造物に開口された出入口の場所と密接に関係しており、何らかの意図のもと計画的に配置された可能性がある。
ジャヤヴァルマン7世(1181年‐13世紀初)統治期の建造とされるプレア・カーン遺跡では、寺院の創建時に奉納された石柱碑文が発見されている。この碑文には、寺院創建時、どの建造物にどういった神々が何体祀られたかを記述した個所がある。
本報告では、プレア・カーン遺跡の出入口装飾に表わされた説話的モチーフに着目し、その主題を同定する。そして、それらの寺院伽藍内における配置構成について考察し、石柱碑文の記述内容との整合性を検証する。
