―国際保健NGOシェアのカンボジアでの活動―

雄大な世界遺産：アンコールワットで有名なカンボジア。一方で、長い紛争や大量虐殺という悲しい時代を経験してきました。現在は一定の安定を取り戻し、急速な経済成長を遂げていますが、貧富や都市と農村の格差が広がり、保健や教育など、基本的な社会サービスを受けることができない人々も数多く存在します。
子どもが下痢や呼吸器感染など、予防可能な病気にかかって亡くなってしまうケースも少なくないカンボジアの農村部。
インフラが整っていなかったり、リソースが不足していることで、十分な医療サービスを受けることが難しい地域でも、保健活動に関わる「人」を育て、「コミュニティのちから」を活かすことで、改善できることはたくさんあります。
国際保健NGOシェアは、現在カンボジアの農村地域で、「子どもの健康改善」を目指して、住民、医療スタッフ、保健行政への働きかけを行っています。今回は、カンボジアに5年半にわたり駐在していたスタッフが、現場の活動を通して実感した「コミュニティのちから」の重要性、NGOの役割についてお話します。

♪佐藤 真美（カンボジア・現地代表）
徳島出身。大学院(教育・国際関係学修士)卒業後、アメリカ・タイ・中国でNGO活動及び教育活動に携わる。2005年にシェア東京事務局にカンボジア事業担当として入職。2007年よりシェア・カンボジア現地代表として5年間にわたり駐在。

近年、カンボジアでは、社会インフラ整備や外国企業の進出により、都市部を中心とした著しい経済開発が進んでいます。その一方で、農村地域における保健医療の現場や人びとの生活は、どのように変化しているのでしょうか？
本セミナーでは、カンボジア市民フォーラム世話人／シェア＝国際保健協力市民の会のカンボジア現地代表が、約5年半にわたり関わってきた農村地域の保健人材の育成、保健サービスの強化についてお話しします。「地域の人びとが自分たちで取り組む健康づくり」をモットーとした、草の根の活動を通して見えるカンボジア社会の課題、そしてNGOが果たす役割について考えてみたいと思います。

報告要旨/Abstract
Recent high profile killings and arrests in the context of logging, plantations and urban building schemes point to a vicious side to Cambodia’s contemporary economic development. While many scholars have offered "governance" centred explanations for the pathological aspects of Cambodia's political economy, this paper attempts to develop a new approach. To do so, I will seek to outline key elements of the distinctive Cambodian system of capitalism. This capitalist system is profoundly reshaping urban and rural landscapes and has forced an often reluctant rural population to rely upon market forces to sustain their livelihoods.
The paper begins with an overview of the metamorphosis of logging concessions into a plantation complex. It then considers two specific facets of the system: its mechanism of propulsion, and how it is steered. Using the political insights embedded in Ricardo’s theory of differential rent, I seek to show where the system is being channeled by its key architects – Cambodia’s ruling elite.

Seaweed farming has become one of the important livelihoods for people living in Prek Ampil village for almost 10 years. After the suspension of the Star Private Enterprise Limited several years’ ago, those people started their family business on this aquaculture. Yet, those famers still face some challenges and have no idea how to overtake them. Since there are many obstacles doing this farming, why farmers and companies still interested in it? What is the future of seaweed farming in Cambodia?

Abstract:
As many case studies illustrated, the creation of a national language is quite a political issue. Even in Cambodia where ethnic Khmers make up about 90% of its population, the process at which the ethnic Khmer language became the Cambodian national one was far from natural. This RCAPS seminar discusses the establishment of orthography and the coinage of modern jargons in the 20th century in order to elucidate characteristics of Cambodian cultural nationalism. Buddhist monks and ex-monks proficient in Sanskrit, Pali, old Khmer and Thai played significant roles in publishing the first Khmer language dictionary which completed orthography of the Khmer script, and creating modern vocabulary which explicitly excluded loanwords from French and implicitly differentiated Khmer from Thai.
